You need to be more clear if you expect someone to give you a proper answer,if you had a PayPal account why was it blocked, for some countries PayPal verifies through bank details for some Credit Card, now it depends on your country's government what verifications they approve so that PayPal can do business with people from your country

PayPal has implemented two-factor authentication for the login in many countries. That means, in addition to the email address and password, you need e.g. a cell phone number. If you no longer have the mobile phone number, you can actually only contact PayPal support. The ways to get support are different in every country. Here in Germany you can e.g. also contact the support via email. The best thing to do is to look for the contact details that apply to you on your local PayPal website. I think they will be able to provide you with a solution without you having to create a new account.

In this case you can contact Paypal with a different e-mail address or from another mobile phone. A friend only had to send a photo of the ID to restore the account with a new e-mail address.

Is it not possible for you to reach PayPal support without access to the account? I would try to clarify first without creating a new account.

Even if PayPal blocks you, you would still have access to your account (being able to login) but you would be restricted from using it. It sounds to me like you may be a victim of phishing / hack and that your PayPal may be compromised.
I am not saying this is the case, just a hunch - you will have to call them, they will validate your information based on what they have on file, so your legal name, mailing address, date of birth and they may ask you other info, make sure that the info you give matches what they have on file, and NEVER access PayPal from an e-mail link. You do not need to be logged into your account to contact PayPal.

Navigate to this page:
Contact Us

You will get all the information you need, and options to contact them. Do not ever give your information by e-mail - there are MANY PayPal phishing e-mails circulating, only access PayPal through the official site. If your PayPal account was already verified, then it's likely they will only ask you your full name, address, date of birth, they should not be asking any info they don't already have in your account. If you still cannot reach PayPal, you can contacting them through 1-888-221-1161 - Make sure you call using your phone that is registered in your account, do not block your number, the phone number must match. They may or may not ask you other questions at their discretion - you will also likely need to provide them with your login info (e-mail.....)

This is the thing NEVER to do, DO NOT create a new PayPal account !!! You do not need to create a new account to contact them, all the information was provided in posts above and contact info - if you create a new account that is against rules, it will not help your case, a phone number was provided to you AND a support page you can access without logging into your account.

they maybe will ask for kyc,yes they will help you

if you already created another account just tell them you created another account to contact them and then after you get your old account back you can ask them to delete your new account.

also you can ask official paypal in twitter, they have support over there.i chatting with them before, but make sure you get the official twitter account because so many scammers on twitter.

One thing PayPal really sucks at is resolution claims - they seem to favour scammers a lot - because the buyer is often at the short end of the stick. Good luck with PayPal support, they are far from stellar. Last time I filed a claim against fraudulent misrepresentation and not receiving an item as described, PayPal denied my claim even though I had tons of proof and screenshots. I purchased a movie online, there were 2 prices, 1 for the SD version and 1 for the HD version, I paid for the HD version - what I got instead was the f****** SD version (480p) even though all components of my system are 4k ready, even 8k+, I have no issues playing HD on any other stream, Google does not reply to any support issues, and PayPal denied claim - Good luck with PayPal - if your account was compromised by a hacker or phishing, and you provide the SAME information they have about you on file, I don't see any issue, they will reinstate your account. BUT if your account was locked due to suspicious transactions or TOS issues, it will be more difficult - It seems the way PayPal works is that you are guilty until proven innocent, PayPal has done a lot of damage even to legit personal and business account holders over the years refusing to listen to reason, and the way PayPal works is that any scammer online can get away with selling products not as described, especially in the electronic goods department.
