I have noticed that rom the starting of June, 2013, flow of ads has been reduced.

Though I am a member of over the month, till date have no PayPal account as I applied for Pan Card. You are requested to explain how to open a PayPal account. Also inform me whether it is chargeable or not.
Why it is said that PayPal is more safer than using bank account online where as in PayPal also, my account no. is required during registration. How PayPal confirm my bank account no. as well as pan card no.

In a word, I want to know about PayPal in details.
