Actually the fees are the same for both PayPal and Check cashouts. Both are capped at $1 for members from USA.

I think its just a message which is displayed by default warning the user not to create multiple accounts. I don't think it actually means that the user registering is creating a duplicate account.
To be 100% sure, you can send a ticket and the staff will tell you precisely what it means.
