It's just about CHANGING the sponsor, Jeff.
If you don't have one but want to have one and stop being orphan :D, this may be asked and aproved.

So as FAQ says it is still possible to change sponsor, but only if your sponsor is inactive or suspended or you signed up without any sponsor.
I think they wrote it just to reduce demand for changing, because some people know that their sponsor is active and they still request upline change, without reading the FAQ.
