Yeah - it says I can withdraw to my account, but in reality I can't - which sounds like exactly the reverse of what's happening to teeberry (except my bank has a monthly fee instead of penalty charges). If there's just two of us, it's coincidence. If you can find more people with similar recent issues, PayPal might have been on another bout of software updates breaking banks. This has happened to me twice before.
Can't you get your bank advisor to call and speak with Paypal ???, I mean there must be a way sorting it out.
If they're that stubborn you should simply tell them that you're considering choosing another bank over them/Or closing your account (It helps sometimes)
Never had any problems with Paypal,But 5 years ago i needed to borrow 1000£ from my bank due to unexpected charges regarding my new apartment in Copenhagen, 10 days went by with nada and good excuses,Until i've showed up with the intention to close my account. 10 minutes later my loan was granted.
Banks don't care one bit about their costumers if there's nothing to loose,Put a bit of pressure on them and see what happens, Don't forget to mention that you're opening your new account at their biggest rivals
